The Virginia Floodplain Management Association (VFMA) is sponsoring a Substantial Damage Estimator Tool Training in Chester, VA. The training, taught by FEMA instructors, will inform and educate community representatives involved in the administration and enforcement of floodplain management on how to utilize FEMA’s Substantial Damage Estimator (SDE) 3.0 tool.

The SDE 3.0 tool has been developed by FEMA to assist state and local officials in estimating building value and damage costs for single-family homes, manufactured homes, and non-residential structures. The tool is based on regulatory requirements of the NFIP for determining substantial damage and allows users without real estate, appraiser, or construction experience to develop reasonable and defensible estimates of structure value and damage estimates.

During the training, students will learn how to use version 3.0 of FEMA’s Substantial Damage Estimator tool to identify and record post-disaster damage data.
